You start with a piece of cardstock that measures 6-3/4 x 9-3/4, score the long side at:
2-3/4, 5-1/4, 6-1/4, 7-1/4, 8-14 and 9-1/4

Score the short side at 1 and 5-3/4

Trim it as shown below.

The piece of DSP measures 2-1/2 x 4-1/2
